On the cover of a recent issue of Macleans, President Vladimir Putin bares
his teeth and grimaces like a vampire who's caught the scent of a virgin.
"Putin the Terrible," reads the headline. "He's creating a neo-fascist, ul-
tra-nationalist monster that may soon lurch out of control."

The language is a tad more florid than most me-
dia, but the message is the same. Putin is an ex-
KGB tyrant who is centralizing power, whipping
up nationalism, and using oil revenues to beef
up his military and bully neighbors. The Bear is
back and it wants the restoration of Russia's lost
imperial lands. The air is chilled by the approach of a new Cold
War.

A series of recent incidents prompted this latest wave of alarm.

 There was the submersible
planting a Russian flag on the
seabed of the North Pole.

 The resumption of long-haul
bomber patrols.

 The testing of a massive new
conventional bomb called
"Father of All
Bombs"(FOAB).

 A Russian missile mysterious-
ly landing in a field near the
capital of Georgia.
